For psychology through distancelearning certainly exists but any educational facility providing it would not provide masters level training that distancelearning certainly exists but any educational facility providing it would be far from topranking university.

“Top Ranking” is a relative term, especially as there are usually no reliable rankings of distance learning programmes (see:)
